Kaja Oftedal
Senior Lawyer
Kaja specializes in public procurement, strategic contract law, and general EU/EEA law. She has extensive experience advising both contracting authorities and private suppliers in complex, high-value procurement processes, and disputes.
For contracting authorities, Kaja assists throughout the entire procurement lifecycle. Her experience covers early-stage strategy development, precise drafting and quality assurance of tender documentation, risk assessments, evaluation of bids, and overall contract management. For private suppliers, her counsel includes strategic guidance throughout the tender process, quality assurance of tender submissions, legal assessments of procurement documents, and handling formal dialogue with public entities.
She also has extensive experience with dispute resolution and conflict management, regularly handling formal complaints on contract awards, public access requests, and claims for damages. She represents clients before both the Complaints Board for Public Procurement (KOFA) and the ordinary courts, including interim injunction cases and full court proceedings.
In addition to her advisory and litigation work, Kaja frequently conducts tailored courses and specialized seminars on procurement law for both public buyers and private sector suppliers to strengthen industry best practices.
