Preben assists players within the Infrastructure and Energy space in Norway and abroad. In Norway, he mainly assists E&P, service- and energy companies, private equity sponsors and infrastructure investors with corporate, contractual and regulatory advice in relation to their operations and M&A. Internationally he assists governments and international energy companies.

Preben Willoch has 20 years’ experience from assisting industry players, both as external advisor and as in-house lawyer. Preben’s work range from new ventures work and Norway introduction for new companies, through development and production phases, cessation and exits. Willoch has been involved as advisor to potential purchasers in most of the major transactions within the upstream related industries over the past ten years.

Internationally Preben has advised international energy companies on M&A and new ventures work including evaluation of different jurisdictions for potential entry strategies in Europe, Africa and the Middle East. He has further advised Governments and State Oil Companies on the structure and implementation of upstream petroleum regulatory framework, host government contract instruments such as Production Sharing Agreements and on contractual matters.

Preben is Senior Vice-Chair of the Oil and Gas Law Committee of the International Bar Association and a member of the Association of International Energy Negotiators.
