Update of EU's blacklist

On 17 February 2026, the Economic and Financial Affairs Council (ECOFIN) adopted conclusions on the EU list of non-cooperative jurisdictions for tax purposes.

The Council agreed to add the Turks and Caicos Islands and Vietnam to the list, while Fiji, Samoa, and Trinidad and Tobago were removed. Following this revision, the EU list of non-cooperative jurisdictions comprises the following ten jurisdictions: American Samoa, Anguilla, Guam, Palau, Panama, the Russian Federation, the Turks and Caicos Islands, the US Virgin Islands, Vanuatu, and Vietnam.

In addition, the Council decided to remove Antigua and Barbuda and the Seychelles from the so-called “grey list” (Annex II), as these jurisdictions have fulfilled their previously agreed commitments. The grey list now includes the following nine jurisdictions: Belize, the British Virgin Islands, Brunei Darussalam, Eswatini, Greenland, Jordan, Montenegro, Morocco, and Turkey.
